Italy has the following special reduced VAT rates:
10% reduced VAT rate on: hotels, restaurants, some foodstuffs; domestic energy; telephony
4% reduced VAT rate on: basic food / groceries, livestock; print newspapers.

Italy's consumption tax is called the Value-added tax (VAT), locally known as Imposta sul valore aggiunto (IVA), which was introduced in January 1973.

Non-established businesses are small, unincorporated businesses that sell taxable goods and may consist of a single individual, or several. Non-incorporated businesses in Italy are required to collect taxes from the consumer.

Italy has a VAT refund program that allows tourists and others to receive a refund of any Italy VAT paid on goods purchased in Italy that are being exported from the country.
